What Louisiana requires
La. R.S. 17:270, enacted via HB 103 (Act 267) in 2023 and amended by Act 48 of 2025, requires every Louisiana public high school student to complete a standalone one-unit Financial Literacy course, starting with the 9th-grade cohort of 2024-25 — the class of 2028. It is also tied to TOPS scholarship eligibility.
This is separate from, and not interchangeable with, the long-standing Civics and Free Enterprise requirement (R.S. 17:274.1). LDOE maintains a Financial Literacy Instruction Clearinghouse of approved curricula and, since Act 48, the course includes postsecondary financial-aid content.
